Jayesh Ranjan is a member of the 1992 Indian Administrative Service batch. He currently serves as the Special Chief Secretary to the Government of Telangana for the Metropolitan Area and Urban Development (MA&UD) Department and the Youth Advancement, Tourism, Culture & Sports Department.
Jayesh Ranjan is known for his role in shaping the state’s technology ecosystem, investment promotion, urban development, tourism and sports policy. His administrative experience spans over 30 years across governance, economic development, and public policy.
As Special Chief Secretary, he is heading the administrative re-engineering of the Telangana Core Urban Region (TCUR), which covers 2,053 sq. km. This involves the trifurcation of the GHMC into three entities: the core GHMC, the Cyberabad Municipal Corporation (CMC), and the Malkajgiri Municipal Corporation (MMC). He serves as the Special Officer for all three corporations to maintain a unified transition while dedicated Commissioners manage local governance. This structure is supported by a state-wide CURE-PURE-RARE economic zoning model that categorizes growth into core urban, peri-urban manufacturing, and rural agricultural zones.
