
Shagun Sabarwal is the Vice President, Programs at Co-Impact, where she works on programme strategy and grant-making to advance gender equality and inclusive development. She is a social policy and development leader with extensive experience in public health, gender equality and evidence-based policymaking. Her work has focused on supporting governments to scale evidence-based solutions, strengthen implementation systems and advance women’s leadership. She has advised state governments on initiatives addressing ultra-poverty and gender attitudes and behaviours among adolescents.
Prior to joining Co-Impact, Shagun was the South Asia and Monitoring, Evaluation and Learning Director at WomenLift Health. From 2015 to 2021, she served as Director of Policy, Training and Communications at J-PAL South Asia, providing strategic and technical guidance across health, agriculture, climate action and gender. She has also served as Director of CLEAR South Asia, Evaluation Specialist at 3ie and Postdoctoral Fellow at Population Council. Shagun holds a Doctorate in Public Health from Harvard University.
