
Shishir Kumar Singh is Director – Climate & Strategy at PCI India, where he leads the organisation’s work at the intersection of climate action, livelihoods, women’s economic empowerment and enterprise development.
With over a decade of experience in the development sector, Shishir has worked across programme strategy, partnerships, enterprise development and large-scale implementation, with a focus on translating development challenges into practical and scalable solutions. His work spans decentralised renewable energy, climate-smart livelihoods, sustainable agriculture, enterprise decarbonisation, women-led green enterprises and inclusive entrepreneurship.
At PCI India, he has been instrumental in developing and scaling initiatives that bring together government, philanthropy, businesses and community institutions to create pathways for women and communities to access new economic opportunities. His approach focuses on moving beyond pilots towards models that can be institutionalised, financed and scaled.
Shishir has worked extensively with government systems, development organisations, philanthropic institutions and private-sector partners, building collaborations that connect social impact with sustainable and market-oriented approaches.
He holds a Post Graduate Diploma in Management from IIM Calcutta and a B.Tech Degree in Chemical Engineering from NIT Durgapur.
